RED CLOUD CITY COUNCIL, NORTH WARD

 

JAY HALL WILL WORK FOR:

--Upgrading city utilities and streets.

--Seeking grants and low interest loans for Red Cloud's development.

--Transparency in the City's budget development, review, and adoption.

--Recognizing, assisting and promoting existing and future entrepreneurs.

--Improving communication and information for citizens, old and new, and among City departments, boards, commissions and the City Council.

--Electronic (internet and cable TV) availability of the City Code, agendas, meetings and minutes of all city boards and "who to call" when you need help.

--Incentives for housing and property ownership and improvement.

--Improved recycling, city clean-up and "going green".

--Complying with all municipal, state, and federal laws regarding city management.

--A strong public library and improved recreational facilities.

--Improved conditions at the city pound.

--Planting a tree, shrub or flower bed for any citizen reaching the age of 90.

--Signage for Red Cloud attractions and amenities on US Highways 136, 281, I-80 and I-70.

--Improved contacts with county, state and federal agencies.

--Professional integrity and ethics for City Council members.

EVERY RED CLOUD HAS A SILVER LINING

 

Jay Hall was born in Oxford General Hospital in 1952 and grew up on the Hall family farm at the edge of Beaver City, Nebraska. Besides his parents, Leonard and Erma Hall, Jay’s family consisted of his older sister and brother, Lana and Dennis. Jay’s paternal grandparents lived just down the hill from the farm and his maternal grandmother lived about 4 blocks up the street. Jay was also surrounded my many aunts and uncles and cousins as part of this closely-knit traditional Nebraska farm family. No one in the extended family was well-off but none of the children felt that they were poor. Farm life and family sharing provided almost everything that was necessary to make Jay, his siblings and his cousins happy.

 

After graduating as valedictorian of his Senior Class of 1970, Jay studied at the University of Nebraska-Lincoln. During his undergraduate and graduate years, Jay worked for the university and also was active in groups such as Centennial College, Freshman Orientation, International House, Model United Nations, ASUN Student Senate and Pi Sigma Alpha , the National Honor Society for Political Science. Jay graduated with a B.A. in International Human Relations and did graduate work in Business Administration and Social Anthropology.

 

Jay attended graduate school at the University of Stockholm, the University of Western Sydney and the University of International Business and Economics-Beijing. He was awarded a Graduate Diploma by the University of Stockholm. He has worked as a professor at the ABF College of Solna and Stockholm, Sweden, Assistant Dean of Studies for the ABF College of Stockholm, instructor at the University of Western Sydney, Australia, professor of business administration at the University of International Business and Economics of Beijing, China, academic director of the Sino-Canadian Human Resources Center, professor of business administration at the Canadian Institute of Business and Technology in Beijing senior professor of business administration at the Beijing Inti Management College and as a human resources assistant for the United Nations’ World Food Programme. Jay has also served on the Solna, Sweden municipal election board and a radio host for both Stockholm and Solna local access radio.

 

After working several years for the Beaver City Chamber of Commerce, the Southwest Nebraska Development Network, the Federal Bureau of the Census and Mid-Nebraska Individualized Services, Jay moved to Red Cloud and worked for the municipal government. Jay belongs to the Red Cloud Area Chamber of Commerce, the Willa Cather Foundation and the Saint Juliana Choir. He is also an active supporter of the Visionaries, the South Platte United Chambers of Commerce, the South Central Economic Development District and the Webster County Food Pantry. Jay is currently the chairman of the South Central Partnership (for human services) which serves agencies and organizations within the surrounding four-county area.

 

Jay lives in a house built in 1900 which is in the Seward Street Historic District. He is hoping to make repairs to the house and improve the landscaping of the property. His leisure time activities include bike riding, walking/hiking, swimming, camping out, dining out, travelling, singing, reading, gardening and doing some family history research.
